An NACC analysis based on ARSEG’s 2025 Market Report and institutional sources on agricultural insurance.

Sector growth does not remove the challenges. It makes them more visible.

ARSEG reported 21% growth in Angola’s insurance-market production in 2025. Gross written premiums reached AOA 578.4 billion.

The figure matters because it shows expansion in a formal market still concentrated in Non-Life lines. It also requires careful reading: premium growth does not automatically mean sufficient coverage, efficient distribution or affordable products for every family and business.

THE 2025 PICTURE

Four numbers to understand the moment.

All figures in this section are attributed to ARSEG’s 2025 Market Report.

WHAT THE DATA SAYS

A growing sector, with concentration and operational risk.

Non-Life lines represented 92% of production, or AOA 532.9 billion. This points to a market where motor, property, accident, liability and other Non-Life products carry far more weight than Life.

At the same time, claims costs increased 77% to AOA 251.3 billion and the overall claims ratio reached 43%. For a technology company or insurer considering Angola, this highlights the importance of data, prevention, risk assessment, provider networks and claims management — not only customer acquisition.

Intermediation remains central: 4,963 individual intermediaries generated AOA 408.4 billion in premiums, equivalent to 71% of total production. A distribution solution should therefore consider existing professional channels and not assume that digitalisation removes the need for local trust.

WHERE A REAL OPPORTUNITY EXISTS

Products connected to concrete needs.

The areas below are market hypotheses for assessment, not promises of demand, licensing or finance.

01

Agriculture and climate

In 2023, IFC and ARSEG announced a partnership to increase access to agricultural insurance for smallholder farmers and small businesses. The initiative included diagnostics, satellite data, climate-risk assessment and market education. IFC stated that products specifically designed for smallholders did not yet exist at that time.

02

Micro-insurance and inclusion

ARSEG lists regulation of access to and exercise of micro-insurance among the rules highlighted for 2025. This creates a framework for studying simple products, transparent pricing, accessible channels and consumer protection.

03

Health and family protection

Health, maternity, accident and life may be areas for assessment, provided a solution is designed around provider networks, pricing, exclusions, claims and affordability.

04

Fleets, SMEs and operational risk

Transport, logistics and SMEs may benefit from fleet, liability, business-interruption and asset products. The opportunity should be tested with operators, brokers and authorised insurers.

PENSIONS AND REINSURANCE

The market is broader than insurer premiums.

Pension funds reached AOA 1.26 trillion in assets under management, with 68,423 participants. Assets grew 11% and participants 4% in 2025. These figures point to a separate conversation about long-term savings, administration, governance, data and institutional services.

In reinsurance, ceded premiums reached AOA 173.2 billion, up 18.9% from 2024, while recoveries from reinsurers totalled AOA 65.1 billion. A Nordic proposal may assess technical and risk capacity, but should not presume placement or a mandate.

CONSUMER AND SUPERVISION

Sustainable growth also depends on trust.

ARSEG recorded 712 complaints in 2025, 16.53% more than in 2024, and intervened directly in 132 conflict cases. Nine regulatory rules were approved, including micro-insurance, intermediary training, anti-money laundering, market conduct and complaints. For any new solution, customer experience, transparency and responsiveness must be treated as part of the product, not as an afterthought.
